Ukraine Humanitarian Fund: Winter Response Reserve Allocation

This Ukraine Humanitarian Fund (UHF) Winter Response Reserve Allocation of US$66.6 million supports time-critical and high-impact activities identified in the 2024-2025 Winter Response Plan. In June, the humanitarian community developed this Winter Response Plan prioritizing activities under the 2024 Humanitarian Needs and Response Plan for Ukraine (HNRP). These actions aim to support the winter needs faced by vulnerable displaced people and people living in collective sites, complementing the efforts of the Government of Ukraine for the upcoming winter season.

The unique value of this reserve allocation lies in the UHF’s tailored mechanism for prioritizing the most critical winter needs, which will be delivered by its partners with relevant expertise. Building on last year’s experience, the UHF and two clusters – Shelter and Non-Food Items Cluster and Camp Coordination and Camp Management Cluster – have pre-selected partners to allow rapid disbursement of funds to ensure the timely implementation of prioritized activities, which is essential before the onset of winter. The tight sectoral and geographic focus complements ongoing and planned interventions by other donor and international agency initiatives addressing winter needs under the 2024 HNRP.
