Funding

  • As of 16 October*1, $227.6 million had been received for humanitarian assistance in 2023, including $219.7 million under the Humanitarian Response Plan (HRP). In 2023, the HRP requires $720 million to implement 196 projects to provide multisectoral assistance to 5.2 million people and as of 16 October, 30.5% of the plan has been funded.

  • The Venezuelan Humanitarian Fund (VHF), on the other hand, has received $11.1 million in contributions so far from Germany ($2.1 million), Canada ($1.5 million), ECHO ($2.2 million), the United States ($2 million), Norway ($1.2 million), Sweden ($1.4 million) and Ireland ($537,000). Spain ($1.4 million) and Switzerland ($655,000) have also made commitments to contribute, thus passing the 2023 funding target set by the VHF.

  • A new $125-million allocation from the Central Emergency Response Fund (CERF) was announced by Martin Griffiths, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, to boost the response in 14 countries with underfunded humanitarian responses. For a second consecutive year, Venezuela will receive $8 million from this allocation to support the country's HRP. This allocation will complement the second VHF Regular Allocation of this year and will be implemented in five priority states: Falcón, Zulia, Delta Amacuro, Sucre, and Bolívar in the Health and Food Security and Livelihood sectors. It will also be applied to the provision of protection services and access to water, sanitation, and hygiene.

  • VHF will launch its strategy for the second regular 2023 allocation in October, consisting of $8 million to be implemented as a complement to CERF allocations. The allocation will include the same sectoral and population-based approaches as CERF and will integrate education in the five prioritized states: Falcón, Zulia, Delta Amacuro, Sucre, and Bolívar.
